CONSTITUTION
Article
I - Name
The name of
this
organization
shall
be the Pickens County 4-H Volunteer
Association.
Article
II
-
Purpose
The
primary purpose of
this
association
shall be to develop
and strengthen
the Pickens County
4-H
program by working
with 4-H members and the
staff of the Cooperative Extension
Service.
To
provide opportunity for
volunteers to receive training and
exchange ideas to better serve youth. To assist with the recruitment and
utilization of volunteers in the 4-H program.
Article
III - Membership
The
Pickens Country 4-H Volunte0r Association shall be open
to any
adult Pickens
County
4-H Volunteers.
Article IV
-
Officers
Section
1
The officers of the Pickens 4-H Volunteers Organization shall be President,
Vice President, Secretary and Treasurer, and two Pickens County Cooperative
Extension Staff shall serve as advisors.
The Officers
shall be elected at the first
meeting after May 1
and shall serve a one year term, taking office at the July
meeting.
Section
2
The President, Vice
President. Secretary, Treasurer shall constitute the executive committee.
Article IV
-
Meetings
A monthly
meeting shall be held as directed by the executive committee, the place and
time to be designated by the same.
Article VII
-
Quorums
Section
1
Those
members present at any monthly meeting of the
,
Association shall be considered a quorum.
Section 2
The quorum of the executive committee
shall consist of not less than three officers.
Article
VIII - Ratifications and Amendments
Section 1
This constitution and
by-laws may be amended by
a two-thirds vote of the
members present at any monthly or
special meeting of the Association provided the total membership is notified
in writing of the proposed changed at least 20 days prior to the meeting.
Said notice shall include a copy of the proposed constitution and by-laws.
BY-LAWS
Article I
-
Election of Officers
Officers
shall be elected annually. Two Cooperative Extension Service staff shall
serve as Advisors.
A
majority vote of the
members present will determine all elections.
Article II
-
Duties of Officers
The
president shall preside at regular business meetings of the Association and
at the meeting of the Executive' Committee.
The president shall appoint
all standing committees subject to the approval of the officers. The
president shall be an ex-officio member of all committees.
The
vice-president shall assist the president, and when requested by the
president, shall act in the capacity of
.
president, and be in charge/provide a
program for each
meeting and/or select committee for same.
The
secretary shall keep the minutes of all meetings, record all motions, attend
to essential correspondence, get a copy of the minutes to the County 4-H
Office, and keep a legible permanent record of the Association and turn it
over to the successor.
The treasurer shall
keep
an account of all receipts and
disbursements and shall
submit
a financial report at each
monthly meeting and when
called for by the president. The books and records are to be turned over to
the successor.
Article III
-
Finances
The amount
of the annual membership dues shall be recommended by the executive
committee and approved by majority vote at the monthly meeting.
Voluntary
contributions shall be collected at the monthly meetings to finance the work
of the association.
The fiscal year of this
Association shall be July 1 to June 30.
Article
IV -
Committees
Committees shall be
appointed by the President as needed.
Article
V
-
Termination of
Association
Section 1
In the event the
Association shall terminate its existence. All funds remaining in the
association's treasury and any property owned by the Association after all
financial obligations shall be disperse as the association see fit in
furthering the Pickens
county 4-H program.
Article
VI -
Amendments
This
Constitution and these By-Laws may be amended by a vote of two-thirds of the
members present at any meeting provided that the proposed amendment be
approved previously by the officers.
